
Temporary signs are a familiar sight in cities around the world. They remind us that cities change – and always will. New places emerge, old ones take on new purposes, and every generation leaves its mark, becoming part of the city’s story.
Building a city is therefore about more than buildings and streets. It is about creating the conditions for life, community and confidence in the future. Change happens step by step, through decisions, initiatives and people who together help shape the Uppsala of tomorrow.
Never Finished reminds us that the city is a shared project. It is alive, constantly changing and always, always in motion.
Tom Biddulph is a visual artist from Manchester, now based in Amsterdam. Working across a range of media, he often creates works with a strong connection to the places and environments in which they are shown. His practice explores the boundary between reality and imagination, giving new meaning to the familiar.Biddulph has created installations for several British light festivals and, in 2023, received support from the Dutch lighting design fund Henk van der Geest Lichtontwerpen Fonds.
